Service for the disclosure of register data to national authorities 

The Legal Register Centre (LRC) is currently running an EU-co-funded project to implement a service for the disclosure of register data to national authorities. The service is being implemented as part of the EU Screening Regulation (EU 2024/1356), which forms part of the EU Pact on Migration and Asylum, and its national implementation.

The register data disclosure service enables national screening authorities to access information about crimes and the Register of Fines relating to serious crimes and terrorist offences. Information can also be retrieved on individuals who do not have a Finnish personal ID.

Once the project is complete, screening authorities will have electronic, round-the-clock access to the necessary register data via the service, without the need for manual processing by LRC. This makes it possible to carry out security checks on third-country nationals regardless of the date and time. The aim of the checks is to assess whether the individuals being screened pose a potential threat to internal security.

The project will run from 1 April 2026 to 30 September 2028 and is co-funded by the European Union. The changes to the criminal records system are scheduled to be implemented during the first six months of the project. The changes required by the government portal and the Register of Fines system will be introduced by 30 September 2028 at the latest.

The register data disclosure service will contribute to border security and internal security across the EU.
