LRC uses automation for decisions on payment time – significantly reducing processing time
The Legal Register Centre may grant payment time for fines or other sanctions. At the end of 2024, the use of automation for granting decisions on payment time was launched.
The automatic decision-making procedure for granting payment time means that a bot instead of an official decides on the application for payment time. The customer is informed of the decision if the case is decided upon automatically.
The use of automation is based on the processing rules referred to in the Act on Information Management in Public Administration. The legal basis for the use of automation is set out in the deployment decision(in Finnish).
Processing times reduced from weeks to a day
The bot makes a decision on payment time in cases where the law permits automatic decision-making. Automatic decision-making is only used for applications that do not involve case-specific consideration.
Using the bot, application processing times are being significantly reduced – from two weeks to one day.
The use of automation frees up processors’ time to deal with applications where case-specific judgement is required. This will also allow shorter processing times for applications that require case-specific consideration.
The aim is for half of all applications for payment time received via e- services – around 15,000 per year – to be decided upon automatically.

The automation of decisions on payment time is part of the Automated Decision Making and Automation (APT) development programme of the administrative branch of the Ministry of Justice.
