Jussi Kivinen to continue as LRC’s Director General

Kivinen has been the Director General of the Legal Register Centre since 2020.
The Finnish Government has re-appointed Jussi Kivinen, M.Sc., eMBA, as Director General of the Legal Register Centre (ORK) for the period 2025–2030. The Director General is responsible for the performance of the LRC.
The LRC is an expert bureau that develops the activities and productivity of the Ministry of Justice’s administrative branch through digitalisation and ICT services. The bureau is also responsible for the national enforcement of fines and sanctions and for maintaining and managing the central registers of the judicial administration.
Kivinen in charge of the bureau since 2020. Over the past five years, the LRC has strengthened its position as a well-known enforcer of EU fines, as a judicial records information exchange for the judicial records nurturing the security of society, as a developer of digitalisation in the judicial administration, and as a provider of electoral services.
“We have been renewing the LRC’s culture in a more development-oriented way. Our passion is to modernise our daily life and that of the whole administrative sector. Our role has expanded from that of a service centre to a digitalisation facilitator,” says Kivinen.
The Legal Register Centre’s vision is smooth digital justice. The Director General describes this as meaning that citizens will experience digital interaction with the Finnish judiciary as seamless, without being shoved too much from pillar to post. At the same time, officials will be able to operate smoothly and flexibly in their daily work, and independently of their location.
“The LRC and the whole administration are moving towards more cross-agency overall efficiency in the administration of justice, the emergence of AI in the daily lives of civil servants and more efficient administration,” says Kivinen, describing the current state of play.
Development and the work community made Kivinen decide to apply for an extension of his term in office.
“We have launched comprehensive digitalisation programmes for the judiciary, such as citizens’ e-services (KSA). I want to be there to get these over the finishing line. The development of the rule of law, the real importance of the work and an approachable and forward-looking working community motivate me to continue,” says Jussi Kivinen, Director General of the Legal Register Centre.
