Payment refunds for changed penalties
Have you paid a fine or penalty, but the amount has changed or the fine or penalty has been lifted by the authorities? The Legal Register Centre (LRC) will refund the difference automatically.
If the amount of a fine or penalty is decreased or you have been exonerated, e.g. by a higher court, we will refund any excess amount paid with possible interest.
The refund can only be made once the information on the new final decision is available in the LRC’s system. Depending on the matter, the information can take anything from a few days to a few months to be conveyed to our system.
The payment will be refunded directly to the payer
The LRC will refund the excess directly to the payer’s account if we have their bank account number. If you have not given your bank account number to us, the money will be returned with a remittance notification by Danske Bank. Instructions for claiming the remittance can be found in Danske Bank’s letter.
You can make the process quicker by notifying the LRC of your bank account number and the reference number of the payment to be refunded in writing immediately when a decision is issued in the matter.
Deliver the information:
- Through the Suomi.fi/messages service (Legal Register Centre > Enforcement of fines and penalties)
- By email to tpasiat.ork@om.fi. We recommend the Ministry of Justice’s secure messaging service. Enter your email address into the service and register it. You will then be sent an email link that will take your message securely to its recipient.
- By post to Legal Register Centre / Payment time applications, PO BOX 157, 13101 Hämeenlinna, Finland.
The refund can only be made once the decision has become final and is available in the LRC’s system.
Please also note!
Sums of less than five euros will not be refunded.
The LRC also has the right to offset excess payments against the debtor’s outstanding receivables. We will notify you of this by letter.
