LRC as a digital developer – to seamless digital administration of justice

Legal Register Centre (LRC) develops digital services to meet the needs of the entire society. Examples of such services include the election information system, electronic services for the judicial administration, and international data exchange for instance in matters related to criminal records.

LRC is the Ministry of Justice’s centralized IT partner and procurement unit. LRC’s clients are the agencies within the judicial administration. We develop solutions that take us closer to our vision of seamless digital administration of justice.

In addition to system development, LRC is running five strategic development programmes that support digitalization. These programmes, serving the entire administrative sector, provide services such as e-services for citizens, responsible approaches to utilizing automation and artificial intelligence, and modern work environment solutions for those working in the judicial administration. Solutions for a wide range of needs

Organisations in the administrative branch get their ICT services through the LRC. We produce the services ourselves or purchase them from our partners such as Government ICT Centre Valtori. We develop and maintain around 140 administrative branch information systems.

We assist the organizations in the administrative branch in developing their own activities with our ICT solutions.

  • LRC is also responsible for maintaining ICT systems throughout their entire lifecycle.
  • Organization-specific digital plans serve as the foundation for continuous and sustainable digital development within the administrative sector. These plans are updated and refined annually, for example through architectural descriptions and data-driven management goals.
  • In LRC’s From Idea to Production model for solution design, development areas are identified and refined together with the client organization before making development decisions. The Solution Design Services utilizes the expertise of solution architects and service designers.
  • Selected development projects are carried out according to the IT project model of the administrative branch. This model has enabled LRC to streamline project execution and accelerate completion.
  • LRC is also responsible for maintaining ICT systems throughout their entire lifecycle.
